June Central Council Minutes
St. Philip Neri Hall - Alameda, CA.
June 13, 2009
The meeting was called to order at 10:01am. The opening prayer was led by Msgr. Daniel Cardelli and GP Mike Rossi led the Salute to Flag/ICF Pledge. 22 CC members were present; Harry Pacini and Steven Fuentes were excused. GP Mike thanked 6 CC Emeritus members for their attendance and welcomed guests from visiting branches. Special thanks to Dave Rose and Margaret Mariani for setting up the hall and providing lunch. The CC Meeting minutes from the February 14, 2009 were approved as written.
Communications - included thank you for condolences and donation from family of Sam Rizzo, thank you to CC members for donation to Providenza Fund in memory of Sam Rizzo and for Get Well wishes on behalf of CC Emeritus member Helen Tatone, thank you to CC members for donation to Cooley's Anemia Fund in memory of Grand President's Award winner Mae Ferraro.
REPORTS
Spiritual Director - Msgr. Daniel Cardelli
Since his investiture as Monsignor, according to one of his four brothers Bob, Msgr. Cardelli is now dubbed by him as "Pope of the ICF"!
Grand President - Michael Rossi
Bishop's Days for this half of year complete except for Santa Barbara/Ventura; Jim Jones will attend on July 11. Thanks to Jane Dianda for representing GP Mike at Bishop's Days in Orange/Chicago and Nina Malone in Stockton. Attended 50th Anniversary celebrations for Br. 144 Arcata and Br. 145 Eureka; attended May 17th investiture for Msgr. Cardelli at St. Isidore Parish in Danville; presided over Br. 436 Glendale, AZ. branch installation; consulted with Andreini Insurance and Executive Committee regarding coverage for ICF RV Club; signed office lease and moved in May; assigned Task Force Committee to review expansion options; Executive Committee voted $5000 seed money to Catholic Relief Services for earthquake aid in L'Aquila, Italy; encouraged donations from branches/members until June 30; formed Personnel Committee - Jim Jones, Nettie Descalso-Del Nero and GP Mike have met several times since last CC meeting; attended committee meeting for Gifts of Love Program.
Grand Treasurer - Carmen Kilcullen
Carmen thanked all her committee members from the last 4 years; especially Jane Dianda, Bob Dianda, and Dave Rose. The General Fund Budget Draft and Statement of Investment Policy were reviewed. The Convention Expense Voucher was discussed. The Finance Committee motioned that $50 be donated to the Providenza Fund in memory of former CC members upon their death; motion passed. The Finance Committee proposed allocation of 4% of Hospitalization Funds (approx. $30,000) as advised by UBS and presented by Bob Basuino and Hospitalization Committee: $7000 to Providenza Fund, $12,000 to 2nd, 3rd, 4th year Scholarship Fund with $1600 to Mario Cugia Awards, $5,000 to Cooley's Anemia Fund, $3,000 to Gifts of Love Program for a total of $27,000 to be allocated as noted with $3000 in reserve for the year; the motion passed. The Finance Committee presented the Providenza Funds Donations for 2010 and motioned to increase total to $32,000; motion passed.
Deputy Chairperson - Jim Jones
Called the District Deputies and asked for quarterly reports; Blessed Sacrament District Deputy Tony Zanotto feeling much better. Spoke with the Stockton District branches, Chicago and Contra Costa; attended Sutter Creek Italian Picnic and Parade on June 6-7th; reported on a project to help the homeless sponsored by young members from Orange District.
Expansion Report - Dave Botta/Carmen Kilcullen
March 21 - Bishop's Day in Green Valley, AZ.; March 22 - opened Br. 436 in Glendale, AZ. No meetings during the summer; April 18 - Br. 434 Tucson, AZ. attended Ravioli Dinner; April 19 - Br. 433 Tucson, AZ. attended meeting; April 21 - met with priest at Mt. Carmel Parish in Tempe, AZ. during the day and attended second meeting in Surprise, AZ in the evening. East San Jose and Orinda - after several attempts, a new branch is not realistic at this time for either parish.
COMMITTEE REPORTS (in reverse order)
Workshop - Dave Botta
April 23 - held a workshop for Contra Costa District; July 18 - will conduct workshop for Central Coast District in Hollister; Carmen presented a new workshop packet.
Ways and Means - Leonard Rossi
Golf Tournament - All branches were sent notices and hole sponsors received letters. Convention BINGO, ICF trivia contest are ready to go. Reminder to sell those raffle tickets; Calendar theme for 2010 is "La Dolce Vita"; 2070 calendars were sold last year.
Task Force - Richard Valli
Committee met for the last time this year; meeting devoted to continuing support of expansion effort as Dave Botta and Carmen Kilcullen plan to wind down after Arizona is established; deferred to GP to investigate available and acceptable candidates for Expansion Director.
Scholarship - Dante Galeazzi
470 applicants for scholarships; awarded 199 scholarships as of today. Notable mention to Br. 198 Santa Rosa for presenting 14 full scholarships; district also led in donations. Spoke with Nettie Descalso-Del Nero and Public Relations regarding space in the Bollettino to recognize individuals who make donations to the scholarship fund. Committee motioned to donate $1000 scholarship in honor of 4 Oakland police officers killed in March; exclusively for students in the Oakland or Stockton Diocese. Monies are to come from funds allocated from the Hospitalization Fund; motion passed. Discussion regarding scholarship guidelines ensued; Al Teglia mentioned Italian heritage and possibility of increasing dollar amount for scholarship.
Public Relations - Nettie Descalso-Del Nero
The Bollettino is continually improving; thanks to all committee members. Website changes on hold due to Harry Pacini's illness, but are being continually updated.
Membership - Roselynne Jarrett
Reviewed branch Retention Report form and new membership postcard; June Member Appreciation Month - members asking for template for celebration ideas; committee working with Stockton District on March 1 on how to present Membership Drives; with the Blessed Sacrament District August 2 and Chicago District in the fall; Br. 11 Oakland has asked for assistance in setting up a Membership Drive.

Heritage - Nina Malone
Participation in Italian Picnic and Parade in Sutter Creek, June 6-7th a huge success; working on Italian Heritage Museum Display for convention in San Jose; monetary awards will be given to participating branches at convention along with certificates of honorable mention; received permission to reprint books originally printed in 1994 containing stories from ICF members. The committee requested funds to reprint 250 copies of "Our Italian-Heritage" book; the motion passed.
Gifts of Love - Ario Gregori
March 7 - committee decided on $7,750 in grants; $16, 007.27 remain in account.
Finance - Carmen Kilcullen
Hospitalization Proposal to the CC Statutes - Chapter V; Article 8: The Chairperson of the Hospitalization Committee shall serve as an Ex-Officio Member of the Finance Committee. The committee recommendation to add "E" as: The Hospitalization Committee chairperson shall be an Ex-Officio member of the Finance Committee. Richard Valli/Mike Cannady amended motion to include that Ex-Officio will be a non-voting member; amendment passed. The original motion passed.
Convention Directors - Roselynne Jarrett (for Steven Fuentes)
Pedro games will be timed and Bocce will be played off-site; transportation to and from hotel will be provided for Thursday night dinner guests. A check will be presented to Dr. Vichinsky and Oakland Children's Hospital on Friday night. Saturday there will be Spiritual, Membership and "How to Run a Successful Meeting" workshops. Sunday Mass attendance is expected to be large. Pasquale Esposito will provide entertainment on Sunday evening. A surprise is being planned for Monday morning.
By-Laws and Rituals - Leonard Rossi
Reviewed By-Law proposals submitted for consideration: By-Law proposal #1 - amendment to Chapter XV, Article 7A from CC; accepted. By-Law proposal #2 - amendment to Chapter XVII, Article 4; from Br. 266 Yuba City accepted as written. By-Law proposal #3 - amendment to Chapter XVII, Article 4; will go back to Br. 367 Las Vegas for clarification and rewriting.
Apostolate/Charity - Jane Dianda
Recommendations for National Charity: Cooley's Anemia, Make-a-Wish Foundation and Toys for Tots. By unanimous agreement, Cooley's Anemia will be the 2009-2010 National Charity. Committee motioned to donate $2500 to Oakland Children's Hospital Desferral Camp from Apostolate Fund; motion carried. The Committee is considering Laurice Levine's recommendation for a new award to be named after Mae Ferraro; more information to follow. Committee has received several requests to change Apostolate report form; will submit to committee for consideration next year.
UNFINISHED BUSINESS
Office Relocation - moved in May 2009. Thanks to everyone who helped, most especially; the office staff, Jim Jones, Carmen Kilcullen Dave Botta and Jane Dianda.
NEW BUSINESS
Election of Life Members-Elect - run by Parliamentarian Leonard Rossi. Thanks were expressed to outgoing Life Members Nettie Descalso-Del Nero, Carmen Kilcullen and Leroy Taddei. Nominations were as follows: Michael Rossi, Jim Jones, Nina Malone, Jane Dianda, and Marlene Farber - 21 CC members voted. Life Members-Elect: Michael Rossi, Jim Jones and Jane Dianda.
Convention Awards - committee recommends procedures be simplified to encourage more nominations in the future. Award recipients are as follows: Pope John XXIII Award - Paul Cowell; Grand President's Award - Carla Del Carlo; Family of the Year - Santos Family; Mother Teresa Award - Sr. Flor Marie Azevedo; Young Adult Leadership - Angela Forster.
Expansion Options - looking into several options, including assistance from CC members, team effort, Field Operations Director, etc. GP will continue working with the Executive Committee to explore different ideas.
Reimbursement of CC meeting expenses - Richard Valli/Jane Dianda motioned that reimbursement policy for CC members be changed to include second night lodging only if CC member participates in the CC dinner. Jim Friebel/Roselynne Jarrett amended the motion to include a stipulation of at least 100 miles travel one way; Jim/Rose motioned to withdraw the amendment; passed. The original motion passed. Richard Valli/Leonard Zasoski motioned to defer to Finance Committee to review policy as to who qualifies for this reimbursement; to be discussed at October CC meeting.

GOOD OF THE ORDER
Happy 52nd Anniversary to Msgr. Daniel Cardelli; Nettie, Carmen and Leroy thanked everyone for their love and support through the years as members of the Central Council; congratulations to the Life Member Emeritus-Elect for a job well done; Dave Botta thanked Michael Rossi for two great years of leadership; congratulations to Dante & Julie Galeazzi on a new grandson; Giovanni William Galeazzi; Ario Gregori congratulated the new Life Members-Elect and reported that Msgr. Bruce Dreier, former Grand Chaplain, is very ill. A suggestion was made to send out a spiritual bouquet or Mass on behalf of Msgr. Dreier; GP Mike thanked everyone for their support in the last two years; reminder to keep Harry Pacini in your prayers as he is going through chemotherapy. Please note that the next meeting will be at the San Jose Convention on Sunday, Sept. 6, 2009.
Closing Prayer was led by Msgr. Daniel Cardelli. Meeting adjourned at 4:02 pm.
