Central Council Meeting Minutes
Saturday, October 20, 2007
Francesco's Restaurant
Oakland, CA.
The meeting was called to order at 1:02 p.m. by Grand President Michael Rossi (GP Mike).
Opening Prayer - Nettie Descalso-Del Nero dedicated to deceased CC member Marge Ray.
Salute to the Flag and ICF Pledge - led by GP Mike and recited by all assembled.
Roll Call - 23 members were present. Excused were Steven Fuentes and Spiritual Director Father Daniel Cardelli. GP Mike introduced Life Members Emeritus and Members Emeritus.
Introduction of Guests - GP Mike welcomed guests and asked them to introduce themselves.
Meeting Minutes - Minutes from the June 9, 2007 and Sept. 2, 2007 Central Council meetings were reviewed. Motion was made by Joe Polselli / Maria De Paolo to accept the minutes as corrected. Motion carried.

Reports
Grand President - Mike Rossi
Mike reported that he has attended Bishop's Days in Orange, Las Vegas, Stockton, Santa Rosa and San Jose. He will be attending Bishop's Day events in Sacramento, Fresno, Los Angeles and Reno. Jim Jones attended San Gabriel Valley and will represent in Central Coast. Jody Balestrieri will be representing in San Diego today.
Calendars - The new printer provided less than half of the calendars in time for the convention. The boxes arrived damaged or never arrived at all. Mike worked with them to ultimately get all 1300 printed with no extra charge for the second printing. They were shipped by UPS rather than the Postal Service and finally arrived last week. Hopefully this will not hurt overall sales.
Mike and Jim Jones attended "Night under the Stars", a fundraiser for Cooley's anemia at Children's Hospital in Oakland. There was a silent auction, video presentations, etc. A very nice event. Laurice Levine informed Mike that the ICF will be receiving a special award for our years of donations totaling close to $1,000,000. More information to come on when the award will be presented.
Mike attended the rosary and vigil service for Marge Ray. He also read the ICF farewell.
Mike attended meetings for the following committees: Task Force, Finance, Membership and Public Relations. He reported that all committees have been filled.
Grand Treasurer - Carmen Kilcullen
The General Fund Budget was reviewed. "Other Income" is defined as: anything that falls outside of listed categories. The general ledger contains all necessary information.
Branch Liability Insurance - branches will receive a quarterly bill reflecting a 30 cent increase per member.
Deputy Chairperson - Jim Jones
Br. #75 Cloverdale - will remain open.
Br. #18 Santa Rosa - will be working with the Workshop Committee.
Br. #67 Los Angeles - Joe Polselli and Charlene Drobeck are working closely with the newly elected branch president.
Br. #395 Stockton - Dante Galeazzi is working with the branch to keep them open.
Br. #184 Los Gatos - is talking about closing the branch. Jim plans on attending their meeting on Nov. 8th to see if he can be of assistance.
Br. #163 San Mateo - they have 188 members but can't find anyone willing to be president. Ario Gregori is working with the branch members, along with GP Mike.
Br. #278 Carmichael - they are closing the branch at the end of this year. They have 17 members; up to 6 members plan to transfer to Br. #236 North Highlands when they close.
Br. #85 Mt. Shasta - has asked for assistance in doing a 2 minute presentation at the Masses in their parish. Jim will coordinate a time to do this with them in the near future.
Br. #195 Chicago - Jim spoke with Vince Picciola, who is considering becoming their branch deputy to offer some assistance.
CC member Joe Polselli spoke through chair regarding Br. #178 Alta Dena. They expressed their frustration regarding convention fines.
Field Operations
San Diego - Vince Marcantonio is working with Fr. Cardelli, sending out letters to several churches regarding consideration of opening an ICF branch in their parish.
Arizona - St. Elizabeth Seton will be meeting in December with Al Bernardi, Dave Botta and Carmen Kilcullen.
Glendale, AZ. - needs to set a date to meet with their priest regarding a new branch. Jan Karp is willing to help.
Carson City and Gardnerville - Harry Pacini is coordinating this; he plans to attend a meeting in Gardnerville on Oct. 29th.
Suggestions included the following:
Encourage having a booth at Italian Festas in your area.
Branches can advertise in their local church bulletins.
Create a section in the Bolletino for non-members who may potentially join the ICF.
Apostolate/Charity - Joseph Polselli/Maria DiPaolo
Committee recommended the following changes:
All reported items must be a branch sponsored event.
Removal of all awards.
Add ICF logo, address and web-site to the report form.
Eventually have a report form available on the web-site.
Michael Cannady made a motion that we accept the recommended changes. Motion carried.
Maria commented that the San Francisco Chronicle published an article on umbilical cord stem-cell transplants curing Thalessemia patients.
By-Laws - Richard Valli
Stickers will be sent out to each branch regarding changes to the by-laws. Since there are still approx. 300 by-law books, this will save us from having to do a reprint. Updates of the statutes will reflect changes and a new table of contents.
Convention Director's - Dave Botta
Evaluation forms for Scottsdale were very positive. Of the branches fined for non-attendance, one has paid so far. Per Parliamentarian Richard Valli, a letter will be drafted clarifying that a branch must pay this fine in order to remain "in good-standing". A final report on Scottsdale will be given at the February CC meeting. The Grand Sierra in Reno is scheduled for the convention in 2012. Steve Fuentes, the new Convention Director will report at future meetings.
Finance - Carmen Kilcullen
Starting next year, each branch must file a form with the IRS; letters and forms will be mailed to each branch. The committee recommended that "Reserve Fund" be changed to "Reserve Relief Fund". Ten days notice is required to make this change; this item was tabled. A recommendation was made to allot $35 per committee member for the year. This would include committee members and ex-officios only. Joe Polselli made motion that we amend this to include those that help with judging. There was no 2nd to the amendment. Carmen made motion that we follow the committee recommendation as originally stated. Motion carried. Dante Galeazzi suggested teleconferencing may help those committee members having to travel long distances: noted. The General Budget proposal was reviewed. Discussion regarding established policy for lodging of CC members referred back to committee for review at next CC meeting in February. Scholarships - A motion was made by Dante/Maria that we end debate to spend $1700 on District Scholarship Awards - motion carried. Dante, along with committee recommendation, made motion to continue awards - motion denied. There will be no district scholarship awards given this year. Heritage - Nina Malone requested a budget of $500, which would include $300 for awards and printing costs for awards certificates. Ario Gregori spoke in favor of continuing the program as it was done last year. The request for a $500 budget was approved. Membership - Roselynne Jarrett and committee presented a program that would reduce the number of membership awards and the dollar amounts given. Roselynne made a motion to grant the committee a budget of $1700 - discussion ensued. Joe Polselli/Jim Jones called for the question. The motion was denied. The committee made a motion that we award only branch and district awards, omitting individual recruiters. Since the motion for $1700 had already been defeated, the motion was not accepted. Ways & Means - there will be no calendar awards given this year. Carmen made motion that we accept the budget presented for office salaries, Bolletino expenses and Field Operations Director - motion carried. Carmen made a motion to accept the budget for 2007-2008 as amended - motion carried. With approval of the Membership Committee, Dante Galeazzi/Joe Polselli made a motion that we award $500 to the Providenza Fund on behalf of each district that shows a net gain in membership - motion denied.
Gifts of Love - Ario Gregori
There are 61 applications for review. A committee meeting will be held on Nov. 2nd to determine award recipients. An invitation was received to pick-up a donation in Los Altos.
Heritage - Nina Malone
Over 400,000 attended the San Gennaro Festival in Los Angeles. The ICF passed out almost 1000 giveaway fans. An ICF booth was in place at the Italian Festival in Reno and the remaining fans will be passed out at a festival in Las Vegas today. Jim Friebel is working on instructions to assemble a portable bocce court in hopes of eventually holding bocce tournaments throughout the federation. Other ideas included teaching Italian by printing a phrase or sentence in the Bolletino each month.
Hospitalization - Bob Basuino
There are 780 members enrolled in the hospitalization plan with assets of $986,920.63. Bob was in attendance at the Finance Committee meeting. He has set up an appointment with Michael Yochum of UBS and attorney Cynthia Rowland on Nov. 19th at her office in San Francisco to discuss possible options for the Hospitalization Fund. Jane Dianda and GP Mike Rossi will also be attending this meeting.
Membership - Roselynne Jarrett
The program awarding $25 for every 5 new members will be discontinued as of Jan. 1, 2008. Since the proposed budget for the new program "Recruit and Retain" was denied, discussion and further review is necessary.
Public Relations - Nettie Descalso-Del Nero
The committee will be meeting in a few weeks for further discussion regarding ways of enhancing or web-site, downloading forms, adding color to the Bolletino periodically, such as Christmas, Easter and Annual Convention, drafting a letter of apology for branches that mistakenly don't get their articles published, etc. Those branches not published will be allowed to exceed the 150 word limit in the following issue to make up for the oversight. Michelle gave CC members her new contact information. As previously stated, the San Gennaro Festival in LA was a huge success; great location, ABC news, over eight pages of names of potential new members. Nettie made a motion that we give $500 to the LA District for booth expenses next year. The motion carried. It was noted that in the past $250 was given to districts sponsoring a booth.
Ways and Means - Leonard Rossi
The calendars have all been printed - please pick up calendars for your district if they have not yet received them and send back any that are unsold ASAP. The calendar theme for 2009 will be "Favorite Pasta Sauces". Please submit your recipes by July 24th. The Annual Golf Tournament will once again be at Laguna Seca in Monterey. We will need hole sponsors and help for the dinner - further details to come. Please try to sell ICF ornaments to your districts and branches.
Scholarship - Dante Galeazzi
The committee stated that a 1040 IRS Form would no longer be required from applicants. The deadline for 1st year scholarships will be March 15th. More funds are needed for 2nd, 3rd and 4th year awards. Can we follow-up with past recipients to see if they would donate to the program? The committee will take this under advisement.
Task Force- Richard Valli
GP Mike has charged the committee to work on a 5 year plan for the federation to include; membership, finances, office space and structure of the Central Council.
Workshop - Dave Botta
Committee members will present workshops in this upcoming year on the history and structure of the ICF, by-laws, ritual, programs and guidelines for Bishop's Days and Joint Installations.

Central Council Procedures - Richard Valli/Jim Jones made a motion to change the opening paragraph to read "With the assistance of the Secretary, call, mail or e-mail each member notifying of the death of a CC member". The motion carried.
Good of the Order
GP Mike asked that CC members note the dates scheduled for upcoming Joint Installations. Joe Polselli reminded everyone to do their best to stay for the entire CC meeting. Dave Botta welcomed Leonard Zazoski to his first CC meeting and asked him to share his thoughts. Leonard stated that he was very impressed with how everyone conducted themselves throughout disagreements and discussions. Joe Polselli reported that Past GP Madeleine Vinci has had a stroke and is battling with cancer…please keep her in your prayers. Mike Cannady thanked everyone for their cards, prayers, visits and tremendous support throughout his recent illness. GP Mike Rossi thanked everyone for their support and the CC members congratulated him on doing a fine job with his first Central Council meeting.
The closing prayer was led by Nettie Descalso-Del Nero.
